He never contacted any residents and neighbors, and tried to sneak this through. No one was able to identify the majority of his petitions names. Thanks to the overwhelming majority of residents who opposed this and showed up at the hearings, and especially the Elsie Street Neighbors group who really pushed this through. Not one person showed up to support street cleaning. The petitions were 80% against. A couple of people supported street cleaning, and the balance of the 20% were never home to contact. The notice ends ominously with: "...revoked AT THIS TIME". DPW told some people that: "street cleaning was inevitable with changing demographics in Bernal Heights".
