    <summary type="html">Just uphill from Folsom St. Apparently a water main broke, and a LOT water is coming up THROUGH the street and sidewalk.  It's popped the tops off of the utility vaults, and is coming out of the tree wells and from underneath the stairs of one of the houses.  One of the residents said the water is coming out of his taps brown.&#xD;
&#xD;
SFFD called the water department.</summary>
